Old Business
Transfer of $55,000 has been made to RSA.
The website has been updated {forms, picture, minutes}.
Brochure: Diana will refresh the look and include updates Reid made.
Social Media campaign is moving forward to be completed in April. This will allow it to be fully in place before all of the annual meetings take place in May, June & August. Discussion included Chris Mullins having someone to record his portion from Mountain Brook. Charlie Dixon will discuss with Mayor of Thomasville and hold a time where members of the community are invited to be present during his video. Reid Vaughan and Billy Doss will take care of their contributions.
Charlie Dixon’s re-appointment to the Board has not been addressed by the Governor’s office to date. He will continue holding the seat until successor is appointed. Reid will send another letter to the Governor’s office following up.
The Board is looking to contract with attorney Mark Boardman regarding Administrative Code, specifically targeting disability {cancer} and what is considered vested. We will prioritize these items first and continue to target 1-2 areas annually.
New Business
Vice Chairman Dale Wyatt met with the Fire Marshall to discuss alternate revenue streams for the fund. What looks favorable, having also met with the Insurance Commissioner who is in favor, is all things regarding Fireworks in the state {permit for fireworks stand, manufacturing, etc} requires a permit from the Fire Marshall’s office. They will levy a certain % free on top of what’s already in place. That would come directly to this fund in the permitting process. Estimates from legislative reference are between$15-22,000. This allows us to budget for that money to go to RSA every year. Then that allows us to tell Cav-Mac we will be putting approximately $18,000. every year- which is just a baseline. More money will be contributed as possible. Joint Fire Council will formally vote on that today, Jan 26.
The next AFABF meeting will be held on April 11, 2018 at 10:30 am. Internal Audit Committee will meet April 11, 2018 at 10:00am.

Old Business
Another message was sent in regard to the appointment of Mr Charlie Dixon. At this point, he remains in seat per legislation.
Mr Dale Wyatt introduced a bill to increase revenue from fireworks stands. The fireworks industry approached us with an alternate plan. By allowing more fireworks stands statewide and incorporating a user fee, there is a possible income stream in excess of $100,000. There is a commitment from the Fire Marshall’s office and the fireworks industry and some legislators in both houses to get bill put in early, have everyone on the same page and hopefully have a dedicated stream of revenue by the end of next session.
Social Media campaign is still in the works. Mr Reid Vaughan has recorded his part. Mr Charlie Dixon is in communication with the mayor of Thomasville to coordinate his part.
New Business
Administrative rule change allowing agencies to pay quarterly or annually.
Motion made by Mr Dale Wyatt to allow any entity that has paid or volunteer firefighters to pay quarterly or annually.

Mr. Dale Wyatt briefed board on progress of fireworks industry bill. All entities are working together to come to an agreement. Mr. Wyatt will contact lobbyists to ensure all entities are on the same page, as well as get dates to meet. A formal letter will come, possibly in December, once all details are in place.
New Business
Mr. Charlie Dixon resigned from the board effective today, July 18, 2018, appointing Chief Richard Pugh to assume his place.
Motion made by Mr. Dale Wyatt that we ask the chair to write a letter to the Governor to recommend Richard Pugh to fill Mr. Dixon’s position

Old Business
Mr. Dale Wyatt updated board that the Fireworks Bill will be drafted and ready to present when the time comes.
Mr. Richard Pugh, Thomasville Fire Chief, has submitted all necessary paperwork for his appointment and is awaiting his letter.
Discussion of different departments interested in joining the AFABF were discussed. There is interest coming from many directions including the city of Birmingham, Cuba and Autauga County.
New Business
Mr. Reid Vaughan will look at Administrative Code in order to draft updates for lump sum payment schedules for claims as well as what requirements are needed for Alabama Fire College support staff and Alabama Forestry. Mr. Dale Wyatt suggested a resolution be put in place/updated in the event of a claim. It was proposed to ask Mr. Mark Boardman to help create Administrative Code to solidify details for claims. Peace officers used the Board of Adjustments form for injury claims and it is possible for our fund to do this as well. Reid will work to have this in place by the January board meeting.
